Flood Preparedness

Flooding is the most expensive and common natural disaster in the United States, and its impacts are only expected to accelerate due to increasingly frequent and intense storms and sea-level rise. The Urban Resilience program’s work on flood preparedness includes original research, convenings, and technical assistance projects addressing flood risk and resilience at site, community, city, and regional scales.

Surge: Coastal Resilience and Real Estate

Surge: Coastal Resilience and Real Estate introduces the challenges associated with coastal hazards such as sea level rise, coastal storms, flooding, erosion, and subsidence, and provides best practices for real estate and land use professionals, as well as public officials, to address them.

Developing Resilience Toolkit: Protecting Buildings and Sites

The ULI Developing Resilience Toolkit: Protecting Buildings and Sites, created by the ULI Urban Resilience program in partnership with Mill Creek Residential, provides a filterable screening tool of over 140 risk reduction strategies for 9 major hazards, including flooding, extreme heat, wildfire, drought, high winds, and more.

Resilient Retrofits: Climate Upgrades for Existing Buildings

Resilient Retrofits: Climate Upgrades for Existing Buildings introduces real estate actors, designers, policymakers, and finance professionals to the opportunities and challenges of preparing existing buildings for accelerating physical climate risks, including extreme temperatures, floods, storms and high winds, seismic risks, water stress/drought, and wildfires.

In communities around the globe, waterfront parks are ground zero in the fight against climate change—and a key part of building resilient, healthy, and equitable cities for the future.

New York, NY: Cloudburst Infrastructure Workshop for New York City Housing Authority

New York, NY: Cloudburst Infrastructure Workshop for New York City Housing Authority presents the solutions unearthed during a workshop with ULI’s Urban Resilience program and ULI New York in collaboration with the New York City Housing Authority (NYCHA) that developers, owners, and cities can use to boost a landscape’s ability to handle extreme rain and cloudbursts, by slowing down the flow of water, storing water in floodable areas, or restoring natural ecosystems.

Harvesting the Value of Water

Harvesting the Value of Water explores the real estate sector’s increased participation in stormwater management through the incorporation of green infrastructure. The report details how cities in the United States are dramatically revising their stormwater management regulations and requiring participation from the private sector.

Developing Urban Resilience

Developing Urban Resilience is a library of resilient real estate development projects and public policies. Featured projects address climate shocks and stresses at the site scale, proactively responding to environmental vulnerabilities such as sea-level rise, storms, heat, drought, flooding, and more. All projects present information on the resilience return on investment (ROI).

On Safer Ground: Floodplain Buyouts and Community Resilience highlights how local governments across the United States are increasingly turning to buyouts as one strategy to cost effectively reduce flood risk, offer relief to residents, and potentially improve access to open space in urban areas.

The Business Case for Resilience in Southeast Florida summarizes the findings of an economic analysis that assessed the regional impact of resilience investment. The results present a compelling business case for both the public and private sectors to invest in proactive flood protection and climate adaptation strategies now, including both community-wide and building-scale measures.

Reshaping the City: Zoning for a More Equitable, Resilient, and Sustainable Future

Reshaping the City shares promising insights and examples of zoning updates from across the United States that have been crafted to build more resilient places, promote healthy mobility, support increased housing affordability, and accelerate climate action—among a host of other goals.

Nature Positive and Net Zero: The Ecology of Real Estate

Nature-based solutions are core to flood resilience. In partnership with research sponsor and partner Jacobs, Nature Positive and Net Zero: The Ecology of Real Estate highlights key global market drivers for developers and owners to preserve and enhance biodiversity in development as part of their overall climate strategy, and provides guidance for owners and developers on best practices for implementing nature positive solutions at multiple scales.

Building Climate Resilience in Cities Worldwide

Building resilience to flooding and other climate risks will require cooperation and partnership between all sectors – public, private, non-profit, and academic. Building Climate Resilience in Cities Worldwide: 10 Principles to Forge a Cooperative Ecosystem aims to facilitate that process by sharing international examples of collaborative resilience-building and synthesizing lessons transferable to any city. The book also profiles resilience strategies and practices from Singapore, Hong Kong, Rotterdam, New York, and Miami as case studies.

Advisory Services Report: Fort Lauderdale

The City of Fort Lauderdale, Florida asked the Urban Land Institute to convene an Advisory Services Panel to outline recommended criteria for a policy to equitably guide the selection of city-owned roadways for elevation against flood impacts and next steps the city can take towards implementing this policy. This report present’s the panel’s recommendations.

Advisory Services Report: Cape Coral, FL

The city of Cape Coral, Florida invited the Urban Land Institute for a holistic review of current opportunities and challenges related to the economic development of Cape Coral. This includes understanding market and economic opportunities unique to the area (including flooding), further solidifying Cape Coral’s community cohesiveness through strategic design, and leveraging partnerships to achieve sustainable change.

Brooklyn, NY: Resilience in NYCHA’s Marlboro Houses (RLUC)

As part of their post-Hurricane Sandy resilience strategy, the New York City Housing Authority requested a ULI Technical Assistance Panel (TAP) through the ULI Resilient Land Use Cohort (RLUC) to closely examine how one of its developments, Marlboro Houses, could be made more resilient to climate-induced hazards. This report presents the panel’s recommendations for green infrastructure, floodproofing, and more.

Advisory Services Report: Miami, Florida

The City of Miami and the Miami Downtown Development Authority asked the Urban Land Institute to conduct an Advisory Services panel to provide recommendations for addressing waterfront resilience and mitigating the effects of sea level rise along Biscayne Bay and the Miami River. This report details the panel’s recommendations for the urban waterfront around waterfront design guidelines, infrastructure finance, community engagement, and leveraging past plans and studies into actions moving forward.

Advisory Services Report: Miami Beach, Florida

The City of Miami Beach invited ULI to provide an independent assessment of its climate adaptation efforts, including a multi-year stormwater management plan, infrastructure investments and land use policy changes. Miami Beach Stormwater Management and Climate Adaptation Review proposes strategies to build on the work in place through green and blue infrastructure, modelling, physical design, regulation, finance, creative placemaking, and communications.

Realizing Resilience: Social Equity and Economic Opportunity, St. Petersburg, Florida

Led by ULI Tampa Bay in partnership with the Urban Resilience program, Realizing Resilience: Social Equity and Economic Opportunity, St. Petersburg, Florida summarizes the Realizing Resilience workshop. The workshop offered the city of St. Petersburg strategies to enhance flood preparedness and community resilience, and explored means to withstand future shocks and thrive in the face of environmental, social, and economic pressures.

Downtown Lafayette, Louisiana: Strategies for Resilient Land Use, Development, and Implementation

Following a major rain event in Lafayette that caused extensive damage and flooding, the city invited ULI to conduct a Resilience Advisory Services Panel to advise on strategies to enhance resilience and encourage catalytic mixed-use and residential development in the city’s urban core. Downtown Lafayette, Louisiana: Strategies for Resilient Land Use, Development, and Implementation identifies financial tools and policies to implement more resilient land use and water management strategies.

The Urban Implications of Living with Water

Building on the climate preparedness work done for the Mayor of Boston’s Green Ribbon Commission, ULI Boston’s “The Urban Implications of Living with Water” charrette was convened as an opportunity to explore resilient design solutions for development in the region. The charrette explored how to help land owners, developers, designers, and public officials act to protect their assets and communities from the risks associated with sea level rise and climate change.

ULI Southeastern Coastal Development Forum

The Southeastern Coastal Development Forum is a biennial, two-day event hosted by ULI Atlanta, ULI North Florida, and ULI South Carolina that offers private and public sector professionals access to resources and ideas that aid coastal development challenges and create a broader understanding of resilience in their communities.

NOAA’s Digital Coast Partnership

The Urban Resilience program is proud to work with NOAA’s Digital Coast Partnership to support ULI members accessing of critically important coastal data, tools, and expertise. The Digital Coast Partnership provides a range of publicly available online tools that can be used to inform real estate development and land use policy making, project design, and resilience planning efforts in the USA’s coastal markets.
