The Urban Land Institute (ULI) Terwilliger Center for Housing has announced the 2013 cycle call for applications for both its Jack Kemp Workforce Housing Model of Excellence Awards and Robert C. Larson Workforce Housing Public Policy Awards programs.

Both awards, which recognize exemplary achievements in workforce housing by the development community and public policy makers, are open to all developers and public programs in the United States. The application for submission is due Friday, May 17, 2013 and can be accessed online at uli.org/terwilligeraward. The ULI Terwilliger Center’s National Advisory Board will serve as the jury for the Awards and winners will be announced at the ULI Fall Meeting in Chicago in November 2013.

The Jack Kemp Workforce Housing Model of Excellence Awards  – founded in 2008 and named in memory of former U.S. Department of Housing and Urban Development Secretary and ULI Terwilliger Center national advisory board Jack Kemp – recognizes and honors developers demonstrating leadership and creativity in providing expanded housing opportunities for America’s working families.

Jack Kemp Workforce Housing Model of Excellence Awards submissions are selected based on the following criteria:

• Affordability
• Proximity to centers of employment and transportation hubs
• Quality of the design and site planning
• Involvement of public and private partnerships
• Use of regulatory reform to reduce costs
• Energy efficiency
• Sustainable green construction and land development
• Innovative building technologies and systems
• Replicability of the development

The Robert C. Larson Workforce Housing Public Policy Awards program – created in 2011 to honor the legacy of the late Robert C. Larson, former ULI Foundation Chairman, ULI Terwilliger Center board member, and longtime ULI trustee – recognizes exemplary state and local programs policies and practices that support the production, rehabilitation or preservation of workforce housing.

Applicants for the Robert C. Larson Workforce Housing Public Policy Awards are judged on the following criteria:

• Impact on the supply of workforce housing
• Comprehensiveness of the tools and programs employed by the state and/or locality
• Use of innovative strategies and tools by the state or locality
• Involvement of public/private partnerships
• Ability to leverage private and nonprofit funds
• Quality of the housing resulting from these efforts
• Extent to which the workforce is located near major centers of employment and/or transportation hubs.
• Extent to which the efforts of the jurisdiction are worthy of replication
