In late 2017 the Office of Community Investment (OCII), the successor to the San Francisco Redevelopment Agency (SFRA), selected BRIDGE Housing Corporation (BRIDGE) and HomeRise through a competitive RFP process to develop and operate permanent supportive housing for formerly homeless persons on Mission Bay South Block 9. The development of Block 9 came at a key time in the City’s strategy for economic recovery in response to the pandemic and was a citywide collaboration between HomeRise and OCII, the San Francisco Department of Homelessness and Supportive Housing (HSH), BRIDGE Housing, and HealthRight 360. This development provided both a much-needed addition to the City’s permanent supportive housing stock and also furthered the City’s joint goals of stimulating new job creation and investment in resilient infrastructure. The Project is administered by OCII, the successor to the SFRA, and is located in the Mission Bay South Project Area, which consists of 303 acres and is planned to include up to 6,514 residential units, as well as retail, commercial, and public open space. Mission Bay Block 9 is the only 100% permanent supportive housing project in the Mission Bay South Redevelopment Plan area.

Integrated sustainable design strategies include high-performance exterior envelopes and windows, enhanced air quality ventilation systems, rooftop solar renewable energy systems with battery backup, and recycled water infrastructure. With an elevated ground floor level in response to future sea-level rise threats, engineered walks, and ramps adjust to maintain accessibility when predicted significant ground subsidence occurs outside the building footprint. Resident amenities include a large resident courtyard with seating areas, fitness trail, dog run, and pet station, shared laundry room, resident lounge, onsite services suite providing case management and clinical and medical services, community room with demonstration kitchen, bicycle parking, and community garden.
