The Ken Soble Tower project rehabilitated a post-war apartment tower and reinstated 146 units of affordable seniors' housing.

Queens Court is a redevelopment project by Arlington Partnership for Affordable Housing (APAH) of an aging 39-unit, garden-style apartment complex into a 12-story, 249-unit affordable community in urban Rosslyn. The building is entirely affordable with a unit mix of: 3 units at 80% AMI, 201 at 60% AMI, 36 at 50% AMI, and 9 at 40% AMI. There are 44 3-bedroom units, making Queens Court accessible to families.
The redevelopment was made possible thanks to the award-winning Western Rosslyn Area Planning Study (WRAPS). Originally, WRAPS envisioned the use of more than one million square feet of commercial and residential space to include a new school, a fire station, market rate housing, and public space. APAH worked relentlessly to ensure affordable housing was a strategic addition to the plan and fought to secure rezoning approval that would allow for increased density on the site. With support from current residents and community members, the plan was changed to include the redevelopment of APAH’s Queens Court.
Residents have access to ample community and onsite amenities including a full-time APAH resident services coordinator, free or low-cost internet, and a public playground (as part of the redevelopment, APAH provided in perpetuity an easement to Arlington County to construct and operate a public playground on top of the property’s parking garage). APAH coordinated with the County on the design of the garage to ensure it would be structurally compatible with their plans for the park above.
Queens Court is a Transit Oriented Development in an ideal location: just a mile away from Washington, D.C. and within a quarter mile of two Metro stations and over 16 bus routes.
