WASHINGTON (January 5, 2015) – Stockton Williams, a leading expert in housing and economic development, has joined the Urban Land Institute (ULI) as executive director of the Terwilliger Center for Housing, the Institute announced today.
Williams, who most recently served as managing principal at HR&A Advisors, will lead the strategic direction of the Center and the design and implementation of its initiatives, including new research that demonstrates the interconnection of housing with economic growth, educational opportunity, and healthier families and communities. While the majority of Center’s projects will relate to housing, Williams will also work with other ULI senior staff on various industry initiatives that intersect with housing, including resilience, infrastructure, capital markets, public policy, and leadership. In addition, he will serve as the leading spokesperson for the Center and take the lead on building and maintaining relationships between ULI and private and public sector leaders and the organizations that serve them.
“We are delighted to welcome Stockton to the ULI staff,” said ULI Global Chief Executive Officer Patrick L. Phillips. “We are fortunate to have him in a key leadership role at the ULI Terwilliger Center, where the breadth of his housing experience and his knowledge of the many accomplishments of the Terwilliger Center will be instrumental in growing and enhancing its work going forward.”
The Terwilliger Center, founded in 2007, focuses on a broad range of housing issues—including market-rate housing— with an emphasis on expanding housing affordability to a full spectrum of buyers and renters in communities across the country. It is part of ULI’s core Content program, which is under the leadership of ULI Executive Vice President Kathleen Carey.
“I am honored to be joining ULI and excited about the opportunities through the ULI Terwilliger Center to deepen the understanding of the ways in which housing matters to the strength of our country and society,” Williams said.
During his time at HR&A Advisors, Williams provided strategic advisory services to local communities and business leaders on a wide range of innovative housing, economic development, and land use initiatives across the country. Prior to his time at HR&A Advisors, he served as a senior advisor on urban policy and sustainability at the U.S. Department of Energy and the U.S. Department of Housing and Urban Development. His other senior leadership positions include serving as a senior advisor at Living Cities and as senior vice president and chief strategy officer at Enterprise Community Partners.
Williams holds a Master of Science in Real Estate Development from Columbia University Graduate School of Architecture Planning and Preservation and a Bachelor of Arts degree in Religion from Princeton University.
