In May 2004, ULI–the Urban Land Institute convened a group of 29 participants in Washington, D.C., to con- sider the implications of developing the suburban fringe in a manner more consistent with smart growth princi- ples. ULI’s current chairman, Harry H. Frampton III, believes that the Institute must take a leading role in defining smart growth on the fringe. He has made this a top priority for the organization.
