LONDON (July 6, 2011) — The Urban Land Institute (ULI) today announced that Scott Malkin, the founder and Chairman of Value Retail, the company that specialises exclusively in the development and operation of high-end outlet shopping Villages, is the new Chairman of ULI Europe. Scott is succeeding Alexander Otto, CEO of ECE Projektmanagement, who served as ULI Europe Chairman for the last two-and-a-half years.
ULI is a global research and education institute dedicated to responsible land use and sustainable community building. Currently, ULI has nearly 30,000 members worldwide, including more than 2,000 in 16 countries across Europe. The Institute’s European operations are run from offices in London and Frankfurt.
Mr Malkin, a member of ULI since 1986, currently serves on the global executive committee of the ULI. He takes up the voluntary position of Chairman of ULI Europe today. Mr Otto will continue his long association with ULI Europe with his appointment from today as Chairman of the ULI Europe Advisory Board, which helps to develop the strategic direction of ULI in Europe.
Under Mr Otto’s chairmanship, ULI’s European operations introduced the Urban Investment Network, which brings together leading cities, institutions and the private sector to promote and facilitate investment in urban development, and LessEn, a program that encourages better energy efficiency and retrofitting in commercial real estate. He was also instrumental in increasing the footprint of ULI with the addition of ULI National Councils in Greece/Cyprus.
Alexander Otto said: “Scott has played an active and significant role in ULI for well over two decades, serving the interests of members in numerous voluntary capacities, and earning the respect of his industry peers for his leadership of Value Retail. He is an outstanding choice for Chairman, and his passion and energy will ensure ULI continues to meet the demands of members and underlines the Institute’s contribution to the performance of Europe’s cities and regions.”
Scott Malkin said: “It is an immense privilege to be selected to succeed Alexander, who has helped to guide members through the most difficult economic cycle that any of us have known. That many ULI members have emerged stronger and more capable has much to do with the leadership and extraordinary efforts he has made in Europe.

My focus will be to build on the excellent work underway, to make ULI financially self-sufficient in Europe, and to ensure ULI has an impact on the broader community about issues fundamental to our membership and to the values and culture of the Institute.”
