Following severe flooding in 2008, Iowa received disaster recovery funding through the federal Community Development Block Grant program to replace thousands of damaged housing units. The state’s approach to using the recovery funds led to the creation of new housing that was not only safe and affordable, but also durable, high-performing, and energy-efficient. The program established sustainable design and construction requirements for projects receiving recovery funds and supported downtown revitalization and flood risk mitigation.
