Homeless to Housed
Exploring Real Estate Solutions
APPLY | ULI District Councils are invited to submit ideas for local technical assistance grants addressing homelessness. Learn more.
ULI’s Homeless to Housed (H2H) initiative aims to spark conversations regarding the role of the real estate community in addressing homelessness. With initial funding by philanthropist and entrepreneur Preston Butcher, the program launched in 2022 with release of the research report “Homeless to Housed: The ULI Perspective Based on Actual Case Studies.”
Building upon the report’s findings, the initiative works by identifying and implementing best practices and effective solutions for addressing the needs of unhoused populations through partnerships between the public, private, and nonprofit sectors. Core elements of the work include conducting research, promoting collaboration, providing local technical assistance through ULI’s network of district councils, and sharing knowledge and expertise for delivering permanent housing for individuals and families experiencing homelessness.
Research Agenda: Released in 2022, the foundational report Homeless to Housed showcases innovate projects that demonstrate how the development community can be an active partner in developing housing and programmatic spaces that support people experiencing homelessness. A robust research agenda will continue to grow the H2H library of solutions with more case studies and project profiles.
Awareness-Building Activities: H2H will leverage ULI key convenings, activities, and existing platforms to explore homelessness. Confirmed activities include:
- Housing Opportunities Conference, Phoenix: Mobile tour and concurrent session | March
- ULI Toronto, Webinar: Homeless to Housed – Case Studies from the U.S. | April
- 2023 Spring Meeting, Toronto: Exploring Canadian Approaches to Homelessness | May
- ULI Los Angeles: Homelessness Summit 2023 | June
- ULI Building Healthy Place Book Club + Film Club: Homelessness is a Housing Problem | June

Technical Assistance Grants: Working through ULI’s extensive network of district councils, H2H is offering technical assistance grants and staff support for local programs that tackle homelessness. Interested councils may submit their ideas for funding by responding to the H2H Open Call for Ideas. Proposed activities may be intimate and cost-effective, such as micro-research or a local dialogue-building event, or more extensive, such as an Advisory Services Panel (ASPs). Submissions received by May 5, 2023 will be considered for priority funding.
