Jolene Saul

Prior to joining Brinshore, Jolene was a Senior Director at the Chicago Housing Authority (CHA) where she planned and implemented efforts to provide long-term affordable housing opportunities throughout Chicago. At CHA, she created over 900 housing opportunities for people on the authority’s waitlist. Prior to CHA, Jolene oversaw the implementation of an $18 million HUD grant to address the foreclosure crisis in the City of Evanston, Illinois. Through that effort, the city and its development partner, Brinshore, brought 100 apartments and homes back to productive use and added 32 new construction units—all as affordable housing. She has worked for the New York City’s Department of Housing Preservation and Development working to develop city-owned land in Central Harlem, and she has worked for an economic development consulting firm where she used a variety of financing tools to further development goals for municipalities.
She serves on the City of Chicago’s Zoning Board of Appeals in and on the Board of the Illinois Housing Council. She formerly served as Vice Chair of the Evanston Plan Commission and is an alumna of the Chicago Urban League’s IMPACT Leadership Development Program.
Jolene received a Master of Urban Planning degree from New York University and Bachelor of Science degrees in Economics and Expository Writing from the Massachusetts Institute of Technology.
