John Batey

Dr. John R. Batey, AICP has served as the Director of Affordable Housing Development for the Wyoming Community Development Authority since October of 2016. Prior to this appointment, Dr. Batey served as the Assistant Town Administrator for the Town of Parker, Colorado for one year, and the Executive Director of the Pueblo Urban Renewal Authority of Pueblo, Colorado for five years. Dr. Batey possesses over two decades of experience in affordable housing, community and economic development, urban planning, state and local government administration, and high-level policy analysis. His previous experience also includes positions with the State of Colorado Governor’s Office, the Palm Beach County Department of Housing and Community Development, and the Broward County Housing Finance and Community Development Division. Dr. Batey holds a Bachelor of Arts degree in Political Science from the University of Colorado at Boulder, a Master of Arts degree in Political Science (with a minor in Public Administration) and a Ph.D. in Comparative Studies, both from Florida Atlantic University in Boca Raton, Florida. Dr. Batey is a member of the American Institute of Certified Planners, and currently serves on the Urban Land Institute’s Redevelopment and Reuse Product Council. Dr. Batey resides in beautiful Casper, Wyoming with his wife and two children.
