Chattanooga Missing Middle: Building Inclusive Communities for All, developed by Chattanooga Neighborhood Enterprise (CNE), features 182 units of Missing Middle infill housing on 50 scattered vacant parcels in the Highland Park and Ridgedale neighborhoods. Both neighborhoods are known for their walkability and proximity to downtown, and CNE saw the opportunity to rebuild the fabric of these neighborhoods through denser infill development. The new construction includes duplexes, quadplexes, six-plexes, a small-scale apartment buildings, and a cottage courtyard made possible by easing setback and parking requirements to allow the higher density. These developments allow neighborhoods to maintain their character while accommodating changing demographics and housing needs, promoting inclusivity and market growth.
CNE’s approach emphasizes the adaptive nature of housing supply to meet community demands, favoring small-scale, context-sensitive development over large-scale projects. By incorporating Missing Middle housing, they enabled neighborhoods to preserve their charm, increase density, and accommodate diverse income levels, fostering the foundation of strong, urban communities.
