The Residences at Government Center (RGC) is a workforce housing development created by a public-private partnership between SCG Development, Jefferson Apartment Group, Fairfax County, and Fairfax County Redevelopment and Housing Authority.
The development includes 270 apartment units, all of which are affordable to households earning at or below 60% of AMI; over 216,000 square feet of rentable space; and nearly 6,000 square feet of amenity space, which includes a fitness area, children’s play area, resident club room, business center, pool, barbeque area, and conference room. The rents at the property are approximately 40% below the market rate. The property is located on land owned by Fairfax County; specifically, on land adjacent to the County’s main corporate campus in Fair Lakes. Surrounding land uses include retail at Fairfax Corner, a Wegmans, and for-sale townhouses and high-end multifamily properties.
RGC was the first new construction of affordable housing to combine 9% and 4% LIHTCs into one transaction. Because of this innovation, the Virginia Housing Development Authority changed its rules to incentivize developers applying for LIHTC to make use of this twin approach. The result has been the creation of approximately 1,500 additional units of affordable housing in the state of Virginia.
This hybrid structure is now going mainstream across the county. Locally, this development has brought affordable homes to a region where it is badly needed, allowing 270 families to live near the many opportunities offered in Fairfax.
