The U.S. Federal government is poised to spend significant new dollars on infrastructure projects that will have a generational impact. But, with pandemic-related fears and policies still impacting our communities, what transportation infrastructure investments still make sense and what others will be necessary? Is remote work here to stay and how will it impact the demands on our commuting networks? And then, how will these decisions impact real estate investment decisions within central office districts, retail corridors, and residential neighborhoods. We know that there continues to be a strong desire for people to come together to work and to enjoy each other’s company but how does this new reality impact our social spaces especially as we grapple with existential priorities of addressing our housing affordability crisis, recovering from COVID-19, addressing racial injustice, and adapting to a changing climate?

Moderator: Mike Parker, EY Americas Infrastructure Leader — Strategy and Transactions

As Americas Infrastructure Leader, Mike is responsible for bringing the full breadth of EY resources and cutting edge capabilities to serve clients who are developing, transforming, financing, acquiring or divesting infrastructure.  He is a recognized authority on the US infrastructure market and his own experience includes advising public and private sector clients on finance, procurement, business strategy, policy and public-private partnerships for tens of billions of dollars of infrastructure — including in transit, transportation, telecommunication and higher education. Mike previously served as Managing Director and functioned as CEO of Jeffrey Parker & Associates (JPA), a leading financial advisory firm in the US which EY acquired in 2012.  He earned a BA from the University of Pennsylvania and an MBA from its Wharton School of Business.

Vicki Davis, Managing Partner, Urban Atlantic

Vicki Davis is a Managing Partner, and co-founder of Urban Atlantic. While overseeing development and asset management for Urban Atlantic, Ms. Davis has managed the development of more than $3 billion in real estate projects and overseen a portfolio in excess of $5 billion in real estate investments. Her 30-year real estate career includes serving as Deputy Director of the Maryland Housing Fund and its Housing and Community Development’s Division of Credit Assurance, as well as portfolio management for South Charles Realty Corp. and multifamily development for Trammell Crow Residential. She has developed more than 10,000 multifamily residential units and over 3 million commercial square feet for Urban Atlantic, including 12 large-scale public-private redevelopments for local jurisdictions, transit authorities, and public housing authorities in DC, Virginia, Maryland, Florida, North Carolina, New Jersey, and Tennessee.

Ms. Davis holds an MBA in Finance from American University, an MS in Engineering & Construction Management from the University of Texas, and a BS in Civil Engineering from the University of Maryland. She serves on the Boards of the DC Building Industry Association, Capitol Riverfront Business Improvement District, and the ULI Terwilliger Center.

Sam Sargent, Director of Strategy, Austin Transit Partnership

Sam Sargent serves as Director of Strategy for the Austin Transit Partnership, a joint venture of Capital Metro and the City of Austin entrusted with building the multi-billion dollar Project Connect transit investment. He previously served as Deputy Chief of Staff for Capital Metro in Austin, Texas. A lawyer and planner by training, Sam spent time in the Austin and Washington offices of a local Congressman, focusing on transportation and housing. He holds bachelors and law degrees from Boston University and serves on the Downtown Commission and board of Movability, Austin’s travel demand management non-profit.
