The goal of the ULI Advisory Services program is to bring the finest expertise in the real estate field to bear on complex land use planning and development projects, programs, and policies.
Since 1947, this program has assembled well over 700 ULI-member teams to help sponsors find creative, practical solutions for issues such as downtown redevelopment, land management strategies, evaluation of development potential, growth management, community revitalization, brownfield redevelopment, military base reuse, provision of low-cost and affordable housing, and asset management strategies, among other matters. A wide variety of public, private, and nonprofit organizations have contracted for ULI’s advisory services.
A major strength of the program is ULI’s unique ability to draw on the knowledge and expertise of its members, including land developers and owners, public officials, academics, representatives of financial institutions, and others. In fulfillment of the mission of the Urban Land Institute, the Advisory Services panel process is intended to provide objective advice to shape the future of the built environment for transformative impact in communities worldwide. Navy Pier, Chicago, 2010
Celebrate Chicago at Navy Pier
At the request of the Metropolitan Pier and Exposition Authority, the ULI Advisory Services program convened a panel in February and August 2010 to assist in the creation of a vision for Navy Pier. Originally studied by ULI in 1989 and subsequently redeveloped using many of ULI’s early recommendations, Navy Pier has operated successfully for two decades with only minor changes along the way.

Harnessing Community Energy, Arts, and Culture in a Mexican American Community
Located on Chicago’s Lower West Side, this decidedly Mexican American quarter is defined by bold murals, street vendors, a mix of old and new ethnic restaurants, and unique retail shops. To assist this neighborhood needing new investment but struggling with the effects and perceived impact of gentrification and displacement, the city of Chicago invited ULI Advisory Services to provide recommendations for maintaining the neighborhood’s character and local commercial opportunities while increasing housing in the area.

World Business Chicago, as part of its consideration of leveraging the significant public investment in renovation of the Chicago Transit Authority’s Red Line, asked ULI Advisory Services to provide strategic advice on the future and redevelopment opportunities for the Garfield Corridor.

Strategies for the Chicago Transit Authority’s Iconic Station in Uptown
As part of the larger revitalization efforts for Uptown and the Wilson Yard in Chicago, the Chicago Transit Authority (CTA) in 2012 was undertaking reconstruction of the Wilson Station. Contracting ULI Advisory Services, the CTA sought to understand the market potential for development opportunities on CTA-owned land compatible with the planned improvements to the transit infrastructure and Wilson Station, as well as strategies for supporting further economic development.

Revitalization and Return to the River
The new Interstate 74 bridge crossing and corridor project in Moline represents the single largest public works development for the Quad Cities community and offers a significant opportunity to continue high-impact riverfront development that benefits Moline and the region as a whole. The relocation of the I-74 bridge provided Renew Moline with the opportunity to ask ULI Advisory Services to provide advice on the use of 25 acres that could be redeveloped to address downtown revitalization efforts once the new bridge is completed.

A Development Strategy for Revitalization and Renewal
Once bustling with retail activity, the downtown of Hammond, Indiana, just outside Chicago has seen a downturn typical of many downtowns across the country due to mall culture and commercial migration to nearby suburbs. The city’s new Downtown Master Plan suggests a bold vision to reimagine the streets and uses. ULI Advisory Services was asked to provide advice on this new master plan.

Creating a Strategy for a New Center of Neighborhood Life and Innovation
Mayor Keith Bosman and the city of Kenosha asked ULI Advisory Services to assist with formulation of a plan and development strategy for reuse of the former Chrysler Engine Plant. This large vacant parcel in the heart of Kenosha’s urbanized core created a dampening effect on the surrounding neighborhoods and the entire city. The goal of the city’s intervention and the panel’s focus was to restore this site’s historic vitality and improve the economic conditions of the surrounding neighborhoods and their residents.
