2019 ULI Hines Student Competition Jury

Twelve ULI members serve on the main jury, meeting first in February to select the four finalist teams and again in April to hear the finalist presentations and select the winner. Four of these twelve members are local to the host city or region.

JURY CHAIR

ALEX J. ROSE

Alex J. Rose serves as Senior Vice President for Continental Development Corporation in El Segundo, California. He is responsible for leading all development, acquisition, disposition and redevelopment activities for the suburban office/medical/R&D park developer, whose holdings cover nearly 5 million square feet in Southern California’s Los Angeles County South Bay and City of San Francisco markets.

Rose has overseen the development and acquisition of over 4 million square feet of Class A office, medical, recreation and retail space and the redevelopment of over 3 million square feet of single-tenant R&D facilities into multi-tenant general and medical office space, restaurants, retail, entertainment and education uses, collectively totaling nearly $2 billion in real estate development activity. Previous responsibilities have included planning and execution of all tenant improvement, core and shell renovation and new construction work; major facilities maintenance and upgrades; project budgeting and cost controls; internal project management; architect, engineer and contractor management; asset and property management. Rose also has extensive experience in title insurance and is a licensed California attorney, with experience in general civil and bankruptcy litigation practices.

He is an Urban Land Institute Trustee and Foundation Governor, has served as Chair of ULI’s Los Angeles District Council Executive Committee, Chair of ULI’s Commercial and Retail Development Council and numerous other national and local leadership positions. Rose has chaired and served on over 30 national ULI Advisory Service assignments focusing on downtown and transit corridor redevelopment, revitalization and strategies as well as office and mixed use development issues.

Rose serves on the Board of Directors of Cross-Campus, a Los Angeles-based co-working/shared office space provider, on the Board of Trustees of the California Science Center Foundation, on the Board of Trustees of AltaSea, a public-private venture developing a marine industry, science and education campus at the Port of Los Angeles, on the Board of Business Advisors of Tideline Partners, a San Diego-based small scale, infill development firm, and in various leadership positions in numerous other non-profit, civic, community and academic organizations. Rose regularly mentors numerous students and young professionals through formal mentoring programs organized through ULI as well as UCLA and USC undergraduate/graduate programs in business and real estate.

Rose received his MBA from the University of Southern California, his JD from Southwestern University School of Law and BA, Political Science from UCLA.

CLETE J. BENKEN

Clete Benken is a Landscape Architect and Partner with MKSK – a multi-disciplinary planning and design firm practicing throughout the Midwest region.

Over his 28 years of professional practice, Clete has served as project manager or principal-in-charge for a wide array of project types including neighborhood planning and design, downtown district redevelopment, parks and recreation, and mixed-use commercial, residential, and institutional work in Ohio, Kentucky, Indiana, Pennsylvania, New York, New Jersey, Louisiana, Tennessee, Florida, California, and Connecticut.

Clete understands that the quality of our built environment must be measured in more than simple financial terms and that social, cultural, and aesthetic considerations play an equal role in the success or failure of our professional endeavors. He is a frequent speaker at local and regional planning conferences and serves as a volunteer member of his Neighborhood’s Community Improvement Corporation in Cincinnati, Ohio.

Clete and his wife are proud parents of two college-aged children. Clete enjoys cycling, golf, and traveling with his friends and colleagues.

ANDRE BRUMFIELD

Andre is an Urban Strategies & Design Leader. A Design Director in the firm’s Chicago office, he is focused on and committed to revitalizing and repositioning urban environments through urban design, master planning and architecture. Andre’s broad career experience includes: redevelopment in emerging urban districts; neighborhood and community revitalization; high-density, urban-infill; city-wide master planning; corporate campuses; and industrial centers. He has extensive experience in mixed-income housing and has crafted visionary, yet realistic revitalization plans that have been implemented in economically challenged urban areas. A true urban strategist, Andre has worked with multiple public agencies, private sector clients and non-profit organizations to develop master plans that shape the future of neighborhoods and cities.  He is an active member of the Urban Land Institute, working with the ULI / National League of Cities’ Rose Center for Public Leadership in Land Use, and as the Vice Chair of the ULI’s national Urban Revitalization Council.

MERRIE S. FRANKEL

Merrie Frankel has extensive experience in REITs, capital markets, credit ratings, portfolio management, equity and debt transactions, restructuring, workouts and strategic advisory assignments for corporate, institutional, public, private and nonprofit entities.

Ms. Frankel is a member of Agree Realty Corporation’s (ADC) board of directors, sits on the Audit Committee, and Chairs the Nominating and Governance Committee. She is the President of Minerva Realty Consultants providing Independent advisory services regarding the credit ratings process, strategy and litigation support for REITs and other real estate firms, hedge/opportunity funds, banks, lawyers and accountants monetizing portfolios through IPOs or other capital market strategies.

She was a Vice President/Senior Credit Officer in the Commercial Real Estate Finance group at Moody’s Investors Service from 1998 until 2016. At Moody’s, she was responsible for a portfolio of large REITs and real estate operating companies (REOCs) in the United States and Canada where she interacted daily with senior management at issuers, institutional investors, and investment bankers as well as participated in global ratings. Prior to joining Moody’s, Ms. Frankel was a Senior Vice President and Director of Portfolio Management for the Argo Funds, a real estate opportunity fund with $1.5 billion in assets, responsible for portfolio management, financing, investor relations, and dispositions for investments in properties, operating companies, and CMBS. Ms. Frankel previously held various positions in the commercial real estate industry including that of Senior Manager at the Ernst & Young Real Estate Group; a Director in the Financial Services Group at Cushman & Wakefield, Inc.; an Officer who played a key role in establishing the commercial mortgage group at J.P. Morgan Securities, LLC; and a real estate investment banker and senior tax attorney at Salomon Brothers Inc. She holds J.D. and M.B.A. degrees from Hofstra University Law and Graduate Business Schools and graduated with a B.A. in English from the University of Pennsylvania with various honors.

SUZETTE GOLDSTEIN

Suzette Goldstein joined HOK in 1987. In 2013, Suzette became the Director of Planning for the firm wide practice after serving as the director for HOK Washington Planning for many years.

While with HOK, Suzette has had the opportunity to work on amazing projects that have put a stamp on our Nation’s Capital, starting early in her career with planning of the National Air and Space Museums, Steven F Hazy Center.  She was also personally involved in the creation of several national monuments in DC; the Korean War Memorial, Khalil Gibran Memorial, the Women’s Vietnam Memorial and most recently the restoration of the National Mall, and the Master Plan for the US Capital Complex. For the private sector, Suzette has worked locally for numerous developers and corporations, and has expertise in planning entitlements and mixed-use developments such as Chevy Chase Center, and Rockville Center.  Suzette’s resume also includes various international projects such as the South Dhahran Homeownership community, Saudi Aramco Cultural District, and Capital Bay mixed use development.

Suzette’s passion is for urban planning and design.  She believes that our success can be gauged by how people use the spaces we create. But planning is a long-term endeavor, so it is particularly rewarding to see our worked constructed and to know that the places we have created are making people’s lives richer.

Suzette graduated from the University of Cincinnati, School of Design, Art, Architecture and Planning with a Bachelor of Urban Planning. She is qualified as a planner with the American Institute of Certified Planners and a LEEP accredited professional. She has represented HOK by speaking at conferences and participated in crits for the University of Maryland and has received awards for her planning efforts.

RICHARD M. GOLLIS

Richard is the founding Chair of ULI’s Suburban Development and Redevelopment Council which focuses on the best practices in the transformation of communities and transportation corridors. Prior roles at ULI include Chair of the Community Development Council, Juror for the Awards for Excellence and Chair of the Orange County, CA District Council. Richard has also participated on and chaired several of Advisory Services Panels.

Richard serves on the Advisory Board of Jamboree Housing Corporation, a leading community development organization specializing in affordable housing. In addition, he serves on the Leadership Board of The Department of Urban Planning and Public Policy at the University of California, Irvine.

A native of Boston, Richard is a graduate of Brown University with a degree in International Relations.

STEVEN T. KENAT

Steve Kenat is a registered Architect and Principal at GBBN and Director of Community Development. He specializes in projects that celebrate the vibrant, authentic, (and often messy) urban condition of the cities in which GBBN practices, including urban housing, mixed-use, transit-oriented development and workplace.

He’s actively involved in a variety of projects for commercial developers, cultural institutions, and non-profits for projects across GBBN’s offices in Cincinnati, Pittsburgh, and Louisville including adaptive reuse and large-scale new development. He is currently leading teams for the renovation of the Cincinnati Union Terminal, a new 140-unit apartment high-rise tower & Kroger grocery in downtown Cincinnati, and an expansion to Cincinnati’s Ronald McDonald House which, upon completion, will be the largest RMH in the world.

Steve served as the District Council Chair of ULI Cincinnati from 2016-18. He is a current member of the ULI Urban Revitalization Council (URC Gold) Product Council, and a previous member of ULI’s East Central Regional Product Council. He has served on several ULI TAP’s in Cincinnati and Pittsburgh, and on ULI Cincinnati’s Management Committee since 2012.

He is the current Chair of the Over-the-Rhine Chamber of Commerce, a Past-President of AIA Cincinnati, and serves on Advisory Boards for Downtown Cincinnati Inc. and LISC Cincinnati. Kenat graduated from the University of Cincinnati’s College of DAAP with a BArch. He and his family reside in downtown Cincinnati.

ROBERT C. LIEBER

Robert Lieber joined C-III Capital Partners in August 2010 as an Executive Managing Director. Mr. Lieber joined C-III after having served under New York City Mayor Michael R. Bloomberg as Deputy Mayor for Economic Development.

Prior to joining the Bloomberg administration in January of 2007, Mr. Lieber retired from Lehman Brothers after 23 years, serving most recently as a Managing Director in Lehman’s Real Estate Private Equity Fund and before that as the Global Head of Real Estate Investment Banking.

He has served as a Trustee and Secretary of the Urban Land Institute (ULI) and acted as Chairman of the New York District of ULI.  He served as former Chairman of the Zell/Lurie Real Estate Center at the Wharton School, University of Pennsylvania.  Mr. Lieber holds a BA from the University of Colorado and an MBA from the Wharton School.

Steve Navarro represents and advises corporate, institutional, and high net worth individuals. Public sector experience includes advisory services for multiple municipalities and the federal government. Until 2014 Steve Navarro was owner, president, and Broker-in-Charge of CBRE | The Furman Co., the leading brokerage and management firm in the state of South Carolina.  In 2014 CBRE, Inc. acquired   CBRE | The Furman Co. and Steve transitioned to his role as Executive Vice President of CBRE’s Greenville, South Carolina office.

In addition, Steve is President and CEO of The Furman Co., Inc. based in Greenville, South Carolina. Steve oversees Furman’s three operating companies that specialize in Development, Investment Advisory Services, and Risk Management. Founded in 1888, The Furman Co., Inc. has a long history of being instrumental in the recruitment and development of new business and industry to the region. Kevin’s passion for creating and sustaining flourishing communities extends beyond his professional career. He serves on the board of the Catholic Inner‐city Schools Education Foundation which offers faith‐ based education for disadvantaged youth. He is also on the board of Nehemiah Manufacturing Company, an organization whose mission is to provide job opportunities to second chance citizens with little or no work history. Kevin is actively involved with Cincinnati Center City Development Corporation’s (3CDC) Asset Committee that works to promote sustainable, thriving communities in the city’s core. Additionally, he serves on the Board of CincyTech and on the Board of Trustees for The Summit Country Day School. Kevin’s past involvement includes advisory board positions with the Urban Land Institute of Cincinnati and Ft. Washington Investment Advisors and the Treasurer of the Kidney Foundation of Cincinnati.

Prior to working for North American Properties, Kevin joined Deloitte’s tax group in 1990, moving to San Francisco in 1995 to join Deloitte’s management consulting group. He received a Bachelor of Science degree from Miami University in Oxford in 1990.

With a unique understanding of the project context, Lori is able to instill large-scale transformational change through a network of incremental, community-based projects that successfully synthesize the unique needs, perspectives and realities of clients and the community. Lori serves as co-instructor for the University of Michigan Metro Studio.

CHARLES L. THOMAS

Charles L. Thomas is vice president and director, Real Estate Equity Investments for Eagle Realty Group, a wholly owned subsidiary of Western & Southern Financial Group, based in Cincinnati, Ohio.

During his 29-year career with Eagle Realty Group, Charlie has provided expertise in structuring joint venture transactions, primarily on ground-up development projects across a wide range of product types. Eagle Realty Group holds commercial and hospitality projects covering a wide range of the United States in both suburban to high density in-fill sites.

Charlie began his career in real estate as a land use planner and subsequently moved into lending and development. During his tenure with the Northern Kentucky Area Planning Commission, he gained extensive exposure to land usage issues. Positions in mortgage banking introduced him to the lending side of commercial real estate and eased his transition into development.

Professionally, Charlie is a member of the Urban Land Institute, a board member of the Architectural Foundation of Cincinnati, and attends local, regional and national industry meetings such as NAIOP and NMHC. Charlie received a bachelor’s degree from the University of Kentucky, and an MBA in finance from Xavier University.

CORINNE CASSIDY

Cincinnati, Ohio

An architect with a strong history of working fluidly across multiple project types, Cori is a Principal at A359 Partners in Architecture. With 20+ years of experience, she has conceptualized and managed projects of various scales and complexities for education, corporate, civic and retail clients such as Macy’s, 3CDC and P&G.

Cori has a passion for repurposing underutilized spaces and recently provided design direction for the adaptive reuse of a former Sears building as a corporate and education innovation hub for the University of Cincinnati. Her transformative work extends to large scale civic projects where she collaborated on the design and redevelopment of Over-the-Rhine’s signature green space, Washington Park.

Cori holds a bachelor’s degree in environmental design from Miami University and a Master of Architecture from the University of Texas at Austin. She is an active volunteer in the design community and has served on the boards of AFC and AIA Cincinnati where she is a past president of the organization.

A359 is a small-scaled design studio based in OTR Cincinnati with additional offices in Raleigh, and Rabat, Morocco.

CHRIS DOBROZSI

Chris has more than 29 years of experience in the development and construction of mixed-use, Class A office, medical office, retail, residential and industrial real estate.

Utilizing his past roles in architecture, construction, estimating, land development, vertical development and leasing, Chris has led the development of several high quality projects in the region including The Baldwin redevelopment, Linden Pointe on the Lateral and dunnhumby at 444 West Third and has been an active development partner in several others including Keystone Parke, USquare @ The Loop and Cornerstone at Norwood.

Chris leads the vision setting and development/redevelopment for Neyer Properties, Inc. land and building portfolio. He holds a Bachelor’s degree in Architectural Engineering and an Associates’ degree in Civil Construction Engineering, both from the University of Cincinnati.

DANIEL EIFERT

Dan has twenty-six years of experience in commercial, retail and industrial real estate, including 21 years with Hines. As regional asset manager for the Hines REIT, as well as for other Hines strategic partnerships, he provides asset management expertise to owners of institutional quality commercial and retail property in the Midwest region of the U.S., as well as sources and integrates acquisitions in second and third tier markets. He is a member of the firm’s regional Senior Core Group involved in the development and implementation of strategic initiatives across the Hines Midwest/Southeast/Canada platform.

Dan earned his Master of Business Administration (MBA) from the University of Cincinnati and a Bachelor of Arts from Ohio State University.

Darin Hall is President and CEO of The Civitas Development Group (“CDG”) and brings over twenty-five years of finance, economic development, and community engagement experience to the company. Civitas focuses on neighborhoods that have been primed for reinvestment by economic development agencies, feature engaged anchor institutions, public transportation strategies, and public infrastructure assets. CDG’s goal is to create prosperity in these neighborhoods by delivering projects that create high-quality affordable housing, employment, and opportunities for neighborhood serving retail and mixed-use projects to thrive.

Prior to launching CDG, Hall spent approximately seven years at the Port of Greater Cincinnati Redevelopment Authority in senior leadership roles, lastly as Executive Vice President. The Port is a quasi-governmental economic development agency tasked with initiating transformative real estate development projects in the Greater Cincinnati region using creative public finance, neighborhood revitalization, and industrial redevelopment strategies.

As EVP, Hall directed all facets of the organization’s place-based neighborhood revitalization initiatives to catalyze commercial, residential, and industrial redevelopment in under-resourced areas with high concentrations of disinvestment, poverty, and unemployment. During his tenure at the Port, Hall was critical to the deployment of over $30,000,000 of investment into a varied portfolio of redevelopment projects in Cincinnati.

Before being recruited to Cincinnati, Hall served as Deputy Director of Neighborhood Transformation at The Annie E. Casey Foundation where he worked to develop the Foundation’s revitalization strategy for the Atlanta market. The result was the creation of Atlanta’s first large-scale social investment project focused on housing affordability, job creation, and environmental stewardship.

Prior to his work at the Casey Foundation, Hall founded DCH Capital Group (“DCH”) to provide consulting services to high net worth individuals and non-profit organizations seeking capital for transformative economic development projects in disinvested areas of the southeastern United States.

Hall also worked at The Coca-Cola Company as a Portfolio Manager for the Coca-Cola Financial Corporation, where he was responsible for the daily management of the company’s Latin American, Middle & Far East, National Accounts, and Western Fountain Area loan portfolios.

Hall is deeply involved in the community and serves as trustee of the Federal Reserve Bank Cleveland Cincinnati Branch, the Cincinnati Development Fund, the Episcopal Church Foundation of Southwest Ohio, the Boys Scouts of America Dan Beard Council, the African American Chamber of Commerce, and the Advisory Board of the Urban Land Institute Cincinnati.

Hall earned a BA from Morehouse College and an MBA from Clark Atlanta University.

Peg comes to OCCH from HCDC, a 35 year-old non-profit economic development agency that grows jobs and the economy through innovation incubation, small business lending, and development services. HCDC serves as the economic development arm of Hamilton County and the jurisdictions in the county outside the City of Cincinnati, by contract with the county, and operates the Office of Innovation + Creativity.

Prior to her work with HCDC, Peg served as Senior Vice President of Community Development Banking at PNC Bank for nearly 15 years, leading teams responsible for community development loans/investments, grant-making and sponsorships, along with increasing small business lending in low-to-moderate income neighborhoods using creative bank-community partnerships.

Peg also served as the Director of Development at the City of Cincinnati, Executive Director of Women Entrepreneurs Inc., and helped develop the region’s first microloan program. She has served on boards of numerous community and economic development and human service agencies including Local Initiatives Support Corporation (LISC), the Greater Ohio Policy Center, Urban League, Cincinnati Development Fund, Urban Land Institute, Cincinnati Center City Development Corporation, Catalytic Development Funding Corporation of Northern Kentucky, Cincinnati Equity Fund (3CDC) and Strategies to End Homelessness. Peg has been recognized as one of Cincinnati Magazine’s 2019 Most Powerful Business Leaders, a YWCA Career Woman of Achievement, among the Top 15 Ohio Women Business Leaders by the Ohio Women’s Conference, along with honors from Cincinnati Development Fund, the Talbert House, the Cincinnati-Hamilton County Community Action Agency, the CDC Association of Greater Cincinnati, Avondale Comprehensive Development Corporation, Cincinnati Human Relations Commission and the Center for Holocaust & Humanity Education. Jeff Pongonis, Principal at MKSK a Landscape Architecture, Urban Design and Planning firm headquartered in Columbus, Ohio, is committed to the implementation of a meaningful and connected environment. He is committed to the creation of honest and timeless public open space of all sizes and scales. His practice is based around a framework of performative and contemporary infrastructure systems of organized urban spaces, connected pedestrian ways, and contributing green corridors all equally responsible in the creation of a successful, human-scaled urban pattern. Jeff’s wide range of projects express his beliefs and commitment to the design of a contextual human environment. His work includes project types ranging from master planning and mixed-use development planning, open space and park design, to academic and campus design. Jeff is a member of Leadership Columbus in Central Ohio and an active participant at the local and national levels of the Urban Land Institute.
